Implementing the WIA Code specification is free for everyone — as long as the implementation passes the conformance test. The booster QR is on a roadmap to separate. "When cumulative use reaches 100 million times, the booster separates and your own logo goes in its place" is a product promise — until then it is always encoded alongside the code so cameras without a dedicated scanner can still read it. The same promise applies to the API, MCP, CLI, and any implementation you ship yourself.
